Telma TV, citing sources from within the Government of North Macedonia, reports that the constitutional changes which are to include the Bulgarian, Croatian and Montenegrin minorities in North Macedonia in the Preamble of the Constitution, will not be proposed by the government, but by a group of MPs. These constitutional changes are agreed upon between official Skopje and Sofia, and are the main condition for North Macedonia to proceed to the next phase of the membership negotiations with the EU. It will take the votes of a two-third majority in the Parliament, i.e. at least 81 out of 120 MPs need to endorse the necessity of constitutional changes in order for the process to begin, and it will take between 3 and 6 months for its finalisation.
