Justice Minister Krenar Lloga has said he approached all Constitutional Court Judges regarding the case in which the constitutionality and legality of the Guidelines concerning certificates has been challenged.
Over the matter, on 5 July, the Court temporarily stopped execution of individual acts arising from the Guidelines until, as it was said, it makes a final decision in that case.
“I asked the Court to act according to its constitutional competences and make a meritorious decision,” Lloga pointed out. The Minister pointed to a stand on a same matter assumed by the Court 19 years ago.
The Justice Ministry expects the Court to act as soon as possible “according to the already established practice” because, as it added, the different jurisprudence of the Court on same matters endangers the rule of law and legal security as one of the constitutional order’s founding values.
