Parliament Speaker Talat Xhaferi said on Thursday that the Defence Law was not a precondition for NATO membership. According to him, it is preferred for the document to be adopted because, according to the decision-making principles in NATO, competences are supposed to be transferred to the Government because of the quickness in terms of decision-making. Regarding the changes to the Rules of Procedure, they will most likely need to be adopted by the next composition of Parliament. “I expect progress. However, I don’t expect a deal to be reached on the open issues concerning the Rules of Procedure in the frames of the meeting of the Jean Monnet process that will be held on Friday and Saturday,” the Speaker added.
