UNICEF Analysis: Insufficient Allocation of Money for Preventive Measures

Not enough money is allocated for preventive measures when it comes to children’s rights, a UNICEF analysis shows. It says that is concerning because, apart from funds from public budgets, a very limited amount enters to the sector “Justice for Children” from domestic and international donors. The amount cannot make up for the part that the state should allocate for preventive measures. The public debate on the Law on Children’s Rights has started. The current system is big and complex, which is why the new law should advance. University professors say that when it comes to at-risk children and kids facing legal problems, the goal is to prevent, not judge them. According to UNICEF’s analyses, 30 municipalities have councils for prevention of children’s delinquency, but only five have allocated funds for its functioning, while only two have spent funds to that end.
