At a press conference on Monday, Justice Minister Igor Filkov said all draft-laws related to the reform framework had been prepared and were at the final stage of adoption, while a completely new text had been drawn up for around two-thirds of them.
Regarding the preparation of the draft-changes to the Criminal Code, he said it was nearing the end. The text, Filkov explained, will include the most urgent changes and amendments to overcome identified shortcomings.
“Last consultations with the Interior Ministry are underway aiming at alignment of the crime of reckless driving of a motor vehicle, an integral part of the Safe City project”, the Minister stated.
The deadline for adoption is December 2025. A working version of the draft-Code has been prepared that the Government will forward to the EC for an opinion. When it comes to the Judicial Council draft-law, he said it had already been prepared and sent to the Venice Commission for an opinion. The deadline for adoption is June 2025.
The draft-text regulates multiple matters, including the procedure to dismiss the institution’s President. The key novelties, Filkov explained, are founded on the proposals from the EU’s peer-review mission.
