“We both can and cannot say. If something doesn’t depend on us, we cannot claim whether that will happen or not. When it does, I hope I will be notified and we will start the procedure right away,” Parliament Speaker Afrim Gashi said in an interview, asked whether it could be said that the constitutional changes process wouldn’t have started by the end of December.
According to him, the matter has two components, i.e. a procedural and political willingness one.
“As far as the former is concerned, Parliament, together with its services, with the Commission, is ready, at all times, when there is a constitutional changes proposal, for that to be put on the agenda, for the procedure to start, and for that to be finished as provided for in the Constitution and Rules of Procedure. The second part, the one concerning political willingness, that’s more of a matter for political actors, leaders of parties, the majority or the required two-thirds of MPs for adoption”, Gashi pointed out.
