Societas Civilis: Oversights in Procedure before Signing of Bechtel and ENKA Deal

Oversights in the procedure before the signing of the deal with Bechtel and ENKA are noted in the report prepared by the Societas Civilis Institute for Democracy.

According to Societas Civilis, there was a violation of the Rules of Procedure of both the Government and Parliament, while the oversights occurred as early at the start, with non-compliance with the lobbying legislation.

The Institute’s head, Misa Popovic, said on Tuesday that it was also problematic that there hadn’t been a public debate in Parliament, while the European flag had been abused as well. As he added, the judicial power, too, must be included in the future in the decision-making process in order for such breaches of processes to be evaluated and prevented.
