The Interior Ministry is still investigating how Iva Mihailova — indicted for a traffic accident resulting in one fatality and three injured persons, for whom an international arrest warrant has been issued and a 30-day detention ordered — left North Macedonia and whether she crossed at a legal border crossing.
The Department of Internal Control, Criminal Investigations, and Professional Standards is undertaking appropriate activities to establish the circumstances. The Ministry of Justice is awaiting official notification from the Interior Ministry on whether Mihailova has been arrested or located in another state so that extradition proceedings can begin.
However, that does not mean that Bulgarian authorities are obligated to automatically arrest her and hand her over to North Macedonia’s institutions. The Bulgarian Interior Ministry pointed to Bulgarian regulations as an obstacle to her extradition, i.e., to Article 25 of Bulgaria’s Constitution.
