EU Accession and Veto Debate in Brussels

The proposal for a qualified majority in decision-making within the accession process is facing its first test before the European Council. Despite evident division regarding the issue that is meant to drastically limit the veto instrument in the future, European leaders in Brussels have two days to close the gap between their positions.

The primary goal, as announced by the EU foreign policy chief Kallas, is to leave bilateral issues aside.

However, bilateral issues in Brussels were not put aside. Croatian PM Plenkovic presented a list of eight conditions for Montenegro to fulfill before becoming a full member, related to Croatian veterans, the property and legal status of Croats in Montenegro, and the processing of war crimes.

Plenkovic said that Croatia had shown tolerance to date, which, for instance, Greece and Bulgaria hadn’t shown toward North Macedonia.
