SCPC to Notify Prosecutor’s Office over Three Cases

The State Commission for Prevention of Corruption (SCPC) will file an initiative before the Prosecutor’s Office over suspicions of abuse of personal data of citizens through the Office for Management of Registers of Births, Marriages, and Deaths, as well as two companies, Novatek Inv and Aucta. In 2021, they won the 500,000-euro tender for digitalisation of the Office started by then-head Bujar Dardishta and continued by Blerim Abazi.

However, the report the SCPC received from the Personal Data Protection Agency showed serious oversights and resulted in the question about where personal data of citizens were stored. The SCPC also challenged the procurement of devices for biometric identification of voters prior to the 2021 local elections. It believes that Germany-based Dermalog, with which the deal, worth over 11 million euros, was signed, was favoured.

Regarding the issue of the unsuccessful confiscations of the assets of Transmet of convicted businessperson Sead Kocan in the Trust case, the SCPC suspects that prosecutors within the now-defunct Special Prosecutor’s Office, notaries, and Central Register and state prosecutor’s office employees enabled assets acquired through the crime to be given by him as a guarantee and him to be out on bail during the court procedure. For the three cases, the SCPC will notify the Prosecutor’s Office.
