The Interior Ministry has filed criminal charges against the former Acting Director of the Administration of Hydrometeorological Affairs, Ivica Todorovski, several agency employees, and two companies from Skopje and Bitola.
According to suspicions, Todorovski signed public tenders with the two companies at different periods for the same event, despite knowing the tenders were legally incomplete and procedurally invalid. He secured unlawful property gains of over 475,000 euros for the Skopje-based legal entity.
According to the Ministry, he was obligated to recognize that the procedure was not carried out in accordance with the World Meteorological Organization’s Code of Ethics, that the bidders did not meet the criteria, and that prices were not offered for all items in the conditions, with the lowest price being a selection criterion. He adopted a decision selecting the most favorable bidder and, on behalf of the Administration, concluded a service procurement contract with the Skopje legal entity, enabling it to acquire the aforementioned amount.
Regarding the Bitola-based firm awarded the tender, Todorovski secured unlawful property gains of approximately 12,700 euros.
