SCPC Determines Regulatory Risks in Code with Regards to Media Presentation

Terminology with a double-meaning that can be interpreted differently, incomplete coverage of all participants in the election campaign, and non-alignment in terms of defining campaign participants and advertising space in electronic media.

Those are the three regulatory risks determined by the State Commission for Prevention of Corruption (SCPC) in the Electoral Code with regards to media presentation.

The SCPC said on Monday that it would submit its report from the anti-corruption check of Code provisions to institutions, aiming at alignment of certain articles in order for the definition of an election campaign participant, but also equal access to paid political advertising for all participants, to be specified.

Also on Monday, the Media Agency, regarding the campaign for the first round of the local elections (from 29 September to 17 October), stated that violations of the Electoral Code by broadcasters hadn’t been determined.

“Violations were determined only during the election silence period by four broadcasters”, it noted.

Regarding the balance in the frames of daily-informative shows, in general, there was neutral coverage by all analysed media (MTV1, MTV2, the public broadcaster’s Parliamentary Channel, Alsat, Alfa, Kanal 5, Sitel, Telma, 24 Vesti, Kompani 21-M, and Shenja).
