Struga Mayor Mendi Qyra has been charged with unscrupulous operation within the service.
According to the charge, on November 18, 2025, in contradiction with the Law on PEs, he made a decision to appoint Mexhait Jusufoski as acting head of the Water Supply PE, despite knowing that the man didn’t have the proper education level and English language certificate, and did not meet multiple conditions from said Law. By doing so, he enabled him to unlawfully acquire financial benefit through salary and contributions as the PE’s head.
Qyra’s Cabinet, however, said that Jusufoski’s appointment had been in line with the law as an internal and urgent solution at a time when the PE had been on the brink of collapse.
“Yes, he perhaps doesn’t have an English certificate, but he did something a lot of “certified” ones hadn’t managed for years: in just three months, he doubled the PE’s revenue and stabilized its situation”, it noted.
