Despite the Government’s decisions, the IPA audit legislation doesn’t provide for the position of acting General IPA Auditor.
Also, the State Commission for Prevention of Corruption has expanded its procedures regarding the position.
Article 5 paragraph 1 of the Law on Audit of Instrument for Pre-accession Assistance (IPA) says, “The appointment of the General IPA Auditor and the Deputy shall be subject to announcement published in at least three daily newspapers with circulation throughout the whole territory of the Republic of North Macedonia, one of the newspapers being published in the language spoken by at least 20% of the citizens whose official language is other than the Macedonian language.”
Also, according Article 5 paragraph 2 line 6, the General IPA Auditor and their deputy shall not perform other public function or profession, not be members of bodies of political party, members of management board, supervisory board or any other body of another legal entity.
Despite that, the Government appointed Afrona Vervizolli as acting General IPA Auditor on 31 July and dismissed her on Sunday, when she was replaced by another acting head, that is, Arben Ramadani, who has experience in audit and certificates.
